Major General Mohab Habashi, Governor of Port Said, directed the formation of four committees under the chairmanship of the Secretary-General of the Governorate, in coordination with the Housing Directorate and local districts. The aim is to survey and classify residential and rental units across the governorate in line with the established regulations, with an emphasis on completing the survey tasks swiftly within the specified timelines.
In an extended meeting, the Governor discussed mechanisms for implementing Law No. 164 of 2025, which regulates the relationship between landlords and tenants concerning certain provisions of rental laws. This law, ratified by President Abdel Fattah El-Sisi, officially came into force on August 5.
The meeting was attended by Dr. Amr Othman, Deputy Governor; Major General Amr Fikry, Secretary-General; MP Ahmed Farghaly, Member of Parliament; Dr. Islam Bahnassawy, Head of Port Fouad City; district heads; Counselor Mohamed Moussa; as well as directors of directorates and officials responsible for enforcing the law.

During the session, the Governor presented the key provisions of the new law, including:

Establishing a transitional period to end old rent contracts: three years for residential units and five years for non-residential units for natural persons.

Setting a minimum rental value based on area classification (prime – middle – economic).

Applying an annual 15% increase in rental value in accordance with Articles 4 and 5.

Abolishing previous legislations related to rental laws after the expiration of the transitional period.

Forming committees across all governorates to survey and classify rental units, with their work to be completed within a maximum period of three months from the date the law takes effect.
Major General Mohab Habashi stressed the importance of effective implementation of this law to strike a balance between the rights of landlords and tenants, while taking into account the social dimension and aligning with the directives of the President of the Republic and the Cabinet’s instructions.
