For Those Affected by the Old Rent Law: Housing Minister Provides 250,000 Alternative Units with Payment Facilities of Up to 20 Years

The Ministry of Housing has launched a series of vital measures to address the old rent crisis, starting with the release of the first batch of 250,000 housing units as alternatives for affected tenants. These units vary between social, middle-income, upper-middle, and luxury housing, with flexible payment options extending up to 20 years. This initiative comes as part of a comprehensive plan to reorganize the rental market and achieve housing justice.

Through its digital platform, the Ministry has provided full details related to the booking process, including available locations, application methods, and required conditions. To ease the process for the most vulnerable groups—especially the elderly or those unable to navigate digital services—applications can also be made via post offices.

The listed locations under this offering include cities such as Obour, Al-Salam, New Suez, New Cairo, and New Mansoura, as part of the “Diarna” project, which aims to accommodate all population segments.

The offering includes:

  • 110,000 units implemented by the New Urban Communities Authority.

  • 130,000 units allocated to different social categories, ranging from low-income apartments to middle, upper-middle, and luxury housing.

This initiative seeks to restore balance in landlord-tenant relations under the old rent law. Statistics indicate that there are more than three million units rented under the old system, of which 1.8 million are occupied under unfavorable conditions due to extremely low rents. Data further reveals that 36% of these units are rented for less than 50 EGP per month, while more than 300,000 units remain closed despite the pressing demand for housing.

To ensure the crisis is addressed gradually and without disrupting social stability, the government is implementing these alternatives through a balanced plan.

Application Guidelines:

  • Applications can be submitted online via the Ministry of Housing’s platform.

  • Applicants are advised to prepare the required documents, such as the rental contract, proof of residence, and utility bills (e.g., electricity).

  • For actual booking, applicants may visit post offices to avoid digital complications.

  • Priority will be given to vulnerable groups based on registered social data.

  • Applicants can choose the most suitable city from the available options.

  • Files and documents will be reviewed and verified before the final allocation process.

  • An installment-based repayment system is available for up to 20 years, depending on the chosen housing category.
