The Official Gazette, in its issue No. 33 published today, Thursday, August 14, 2025, announced a new presidential decree issued by President Abdel Fattah El-Sisi, No. 146 of 2025. The decree approves the cooperation agreement for establishing the “Projects Account in Egypt” between the Government of the Arab Republic of Egypt and the European Bank for Reconstruction and Development, with a capital of €10 million.
President El-Sisi’s decision includes approval of the agreement related to the establishment of the Projects Account in Egypt, with a reservation pending ratification. The agreement is part of ongoing efforts to enhance cooperation with the European Bank for Reconstruction and Development to support and stimulate investment projects in the country.
It is worth noting that the House of Representatives, headed by Counselor Dr. Hanafi Gebali, had approved this decision during its general session held on May 11. The agreement aims to accelerate the implementation of investment projects by financing feasibility studies and providing technical consultations, while reducing the time required to launch public-private partnership projects from one year to just two months.

In addition, the agreement seeks to attract more local and foreign investments by simplifying procedures and providing technical support, representing an important step towards strengthening Egypt’s investment climate and driving economic growth.
