The Egyptian Gazette (Al-Waqa’i’ Al-Masriya) has published Ministerial Decree No. 584 of 2025 issued by the Ministry of Housing, which allows for the continued installation of temporary coded water meters. The decree outlines technical procedures for installing these meters to measure drinking water and sewage usage in properties receiving such services illegally. However, it explicitly states that installing a coded meter does not grant any legal rights to violators, nor does it constitute proof of ownership or legalization of the property.
The decision permits the temporary installation of coded meters for buildings and establishments that currently receive drinking water and sewage services through unauthorized means until their legal status is either regularized or the structures are removed.
Service providers are required to survey such properties and install coded meters accordingly. Water consumption will be billed according to the regulations and pricing established by the competent committee, in compliance with the provisions of the Law on Reconciliation in Building Violations.
Article Five of the decree mandates that service providers determine the cost of the coded meter and related installation works based on existing regulations, with the possibility of allowing customers to pay the cost in installments. Article Six annuls Ministerial Decrees No. 377 of 2016 and No. 545 of 2022. Finally, Article Seven states that the decree shall be published in the Egyptian Gazette and will come into effect as of its issuance date.
