Engineer Sherif El-Sherbiny, Egypt’s Minister of Housing, emphasized the collaboration between his ministry and relevant authorities to achieve comprehensive urban development across the country. He pointed out that Egypt’s inhabited land has increased from 7% in 2014 to 14% by 2024, with a goal of reaching 18% by 2030. The strategy for urban development includes the establishment of fourth-generation cities such as New Alamein and the New Administrative Capital, along with the renovation of older cities to enhance quality of life. It also incorporates the “Decent Life” initiative aimed at improving services and living conditions in rural Egypt.
The comprehensive urban development initiative seeks to eliminate unsafe informal settlements, such as the Maspero Triangle, Ain El-Sira, and the Magra El-Oyoun Wall area. The objective is to upgrade these neighborhoods and provide decent housing for their residents. At the same time, historical and heritage-rich areas are being revitalized—such as the Fustat Hills Park and Saint Catherine City—to promote tourism. Minister El-Sherbiny also underlined the importance of developing the North-Western Coast, where a national strategy has been launched, positioning New Alamein as the flagship model.

This initiative aims to transform Egypt’s North-Western Coast—especially New Alamein City—into a year-round residential and investment destination, rather than one limited to summer use. This includes the establishment of Alamein National University, the development of an industrial zone and factories, and plans for a specialized medical treatment area. In addition, real estate conferences will be organized to showcase investment opportunities, bringing together leading real estate developers. The minister also announced the introduction of new land allocation mechanisms, including the creation of a dedicated VIP unit to receive top investors and distinguished developers.
Joint investment funds have been established with the United Arab Emirates and Saudi Arabia, alongside efforts to export Egyptian real estate in collaboration with other ministers and developers. Coordination is underway with the Ministry of Communications to create an integrated platform for real estate exports. Furthermore, the launch of the “Egypt Real Estate Platform” will consolidate property data across the country. Units have also been established to regulate the real estate market and facilitate real estate exports. A dedicated digital platform for New Alamein City will also be launched, providing comprehensive electronic services for residential and hotel units, supporting online payments, offering translation tools, and international customer service.
