A number of ministers convened at the Ministry of Communications in the New Administrative Capital to follow up on the implementation of Egypt’s Real Estate National ID System and to discuss the preparation of the executive regulations for the new law. The meeting was attended by the Ministers of Communications, Local Development, Justice, Housing, and Agriculture, along with representatives from relevant entities. The Minister of Communications emphasized that the project will assign a unified national ID number to each real estate unit, which will streamline transactions and enhance transparency.
Minister Amr Talaat revealed that approximately 19 million real estate national ID numbers have been issued in collaboration with the Administrative Control Authority, based on an integrated database that provides accurate indicators about real estate units. Engineer Mahmoud Badawy presented the technical methodology used to build the system, starting from documenting the land and building to identifying each real estate unit, with the national ID number being printed on electricity bills.
Dr. Manal Awad stressed the importance of integrating databases between the Ministries of Local Development and Communications to improve the quality of real estate data. Justice Minister Counselor Adnan Fanjari highlighted the need to establish dedicated units for managing the real estate ID system.
Engineer Sherif El Sherbiny considered the project a significant step toward digital transformation in managing real estate assets, supporting the regulation of the real estate market in coordination with the “Egypt Real Estate” platform. Two specialized units—“Exporting Egyptian Real Estate” and “Real Estate Market Regulation”—have also been established to strengthen these efforts.
For his part, Agriculture Minister Mr. Alaa Farouk emphasized the importance of linking the real estate national ID system with agricultural lands to address issues related to fragmented ownership. He noted that the project will assist in documenting land ownership and reducing disputes.
The Real Estate National ID System aims to assign a unique number to each real estate unit, contributing to enhanced transparency, more efficient real estate surveys, and the modernization of the country’s digital maps.
