The Ministry of Housing, Utilities, and Urban Communities is actively working to realize the state’s vision of providing adequate housing for all citizens. Governorates across Egypt are witnessing an unprecedented offering of 400,000 residential units aimed at meeting the needs of various social groups. These units are designed to improve living standards and provide essential services such as water, electricity, and sanitation. Between 2014 and 2022, a total of 773,300 housing units were constructed, and in 2023 alone, more than 1,050,000 units were implemented in new cities, including 630,000 units under the social housing program and 260,000 units designated for informal settlement areas.
In 2024, a total of 78,730 housing units were offered for low- and middle-income citizens, in addition to 1,645 units in 8 new cities with flexible payment systems. There were also 6,575 ready-to-deliver units across 15 cities as part of various projects. Moreover, 8,521 land plots were offered in 20 cities, and applications were received for the reservation of 1,760 units by Egyptians living abroad.
As for the current year, the Ministry of Housing has announced the largest offering in its history, with 400,000 housing units to be launched by April 2026. This includes 115,000 units under the “Housing for All Egyptians” initiative, 261,253 apartments through the Housing and Development Bank, and 100,000 units across the “Diarna” and “Zelal” projects. Additionally, 5,000 units have been allocated for Egyptians residing abroad.
The government has established 48 new cities up to 2023, including fourth-generation cities such as the New Administrative Capital and New Mansoura. Dr. Mohamed Rashid, a board member of the Chamber of Real Estate Development Industry, confirmed that the housing sector has witnessed remarkable development since 2014, with around 2 million housing projects launched. He also pointed to an unprecedented urban boom since President Abdel Fattah El-Sisi took office, offering affordable housing units and mortgage financing initiatives. Regarding informal settlements, the state has successfully eliminated unsafe areas and redeveloped 357 regions, resulting in the relocation of 1.2 million citizens to fully integrated urban communities.
