Engineer Sherif El Sherbiny, Minister of Housing, and Dr. Rania Al-Mashat, Minister of Planning, witnessed the signing of financing agreements totaling €131.5 million with the French government, the European Union, and the French Development Agency. The agreements include funding for the third phase of the Gabal El-Asfar Wastewater Treatment Plant project and the East Alexandria Wastewater Treatment Plant project. The signing took place during a celebration held on the sidelines of the French President’s official visit to Egypt.
Engineer Sherif El Sherbiny emphasized that the signing of these agreements comes under the directives of President Abdel Fattah El-Sisi to deepen the strategic partnership between Egypt and France. He highlighted the Ministry of Housing’s success in cooperating with international development partners, especially from the European Union and the French Development Agency.
El Sherbiny referred to the third phase of the Gabal El-Asfar Wastewater Treatment Plant project, with a capacity of 1 million cubic meters per day, and expected implementation to begin in the first quarter of next year. He also mentioned that the East Alexandria Wastewater Treatment Plant, with a capacity of 300,000 cubic meters per day, will be designed and executed by the Executive Authority for Potable Water and Wastewater, and the sludge will be treated using anaerobic digesters.
Agreements were signed to finance the “New East Alexandria Wastewater Treatment Plant Project,” where the Ministry of Housing secured €68 million in financing and a €2 million grant from the French Development Agency. The grant agreement was signed by Engineer Sherif El Sherbiny and Dr. Rania Al-Mashat, while the financing agreement was signed by Engineer Ahmed Abdelkader. The signing was also witnessed by several other ministers from both sides.

The project received €50 million in financing and a €1.5 million grant from the French Development Agency, along with an additional €10 million grant from the European Union. The agreements were signed by several officials, including the Minister of Housing, Utilities, and Urban Communities; the Minister of Planning and Economic Development; the French Minister of Economy; and the Director of the French Development Agency, in the presence of the European Union Ambassador to Egypt.
