New Decision by the Minister of Housing to Regulate Building Heights in Villages

Engineer Sherif El-Sherbiny, Minister of Housing, Utilities, and Urban Communities, has decided to amend Article 26 of the Executive Regulations of the Building Law No. 119 of 2008. The amendment addresses the determination of building heights based on the number of permitted floors relative to the width of streets in villages, and it will be applied to local administrative units in the governorates.

El-Sherbiny explained that the decision comes as part of the Ministry of Housing’s efforts to monitor the implementation of the provisions of Building Law No. 119 of 2008. The aim is to account for economic and social conditions, ease restrictions on citizens in villages, preserve agricultural land, and reduce building violations in these areas.

New Decision by the Minister of Housing to Regulate Building Heights in Villages

Engineer Nafisa Hashem, the Minister’s Advisor and Supervisor of the Housing and Utilities Sector at the Ministry of Housing and Chairperson of the Legislative Review and Amendment Committee, stated that the decision includes specific regulations for building heights in villages.

  1. For streets with a width of 4 meters or more, the height of the building is limited to a ground floor and two additional floors, each 10 meters high.
  2. For streets with a width of 6 meters or more, the building height is limited to a ground floor and three additional floors, with a maximum height of 13 meters.
  3. For streets with a width of 8 meters or more, the building height may not exceed twice the street width.

The General Authority for Urban Planning, headed by Dr. Maha Mohamed Fahim, presented the proposal for these adjustments. It included revisions to specific building and planning requirements in villages. The Permanent Main Committee, formed within the Ministry of Housing by Ministerial Resolution No. 881 of 2024, studied this proposal under the chairmanship of Engineer Nafisa Hashem. The committee specializes in drafting, reviewing, and amending building, housing, and urban development legislation.
